 Description   

using beirman02 restconf to create (POST) and then GET a notification subscription, the
GET will return with a header including the location. However, the same process using
rfc8040 restconf does not have the location returned in a header in response to the GET.
The body of the GET does contain it.

attached is a postman collection to show the behavior. Using a sodium distribution and installing these features:

odl-mdsal-model-inventory odl-netconf-mdsal odl-restconf odl-restconf-nb-rfc8040 odl-netconf-topology odl-netconf-connector-all

also, if interested, here are two examples of the headers for beirman02 and rfc8040 in CSIT.
