 Description   

In restconf-artifacts there is no version specified for restconf-features (classifier=features, type=xml).

This definition makes sense only for jar-artifacts.
<dependency>
<groupId>${project.groupId}</groupId>
<artifactId>features-restconf</artifactId>
<version>${project.version}</version>
</dependency>

Please add these:
<classifier>features</classifier>
<type>xml</type>
