 Description   

NETCONF-689 introduced a new query parameter, but this parameter does not have a corresponding capability. This leads to clients needing to know they are talking to an ODL instance or use trial-and-error to discover whether it is supported.

Since we now have the proper tools to tie parameters together, make sure we also advertize a capability.
