Downloaded lastest tests from nexus and found get or create-subscription is not working at all.

below are my console log for testtool execution and ssh to test tests

It seems, that you are trying to escape ] characters in your hello message response. Try to not escape them, use ]]>]]> as the end of your hello message response.

So your hello message response should look like this:
<hello xmlns="urn:ietf:params:xml:ns:netconf:base:1.0"><capabilities><capability>urn:ietf:params:netconf:base:1.1</capability></capabilities></hello>]]>]]>
