https://git.opendaylight.org/gerrit/#/c/76115/ - update haproxy config to use diagstatus. This helps to ensure networking-odl is not talking to a node that is done.

https://git.opendaylight.org/gerrit/#/c/76069/ - use graceful start and stop. This ensures the cluster will resync on start and stop. one key is to not sync when two nodes are down and trying to bring one back. akka will not let the first node brought back join until the second one is back also.
