 Description   

There was some serious breakages in the openstack cli in our CSIT and we have
resolved most of those with this patch. But, the sfc job is still having trouble.

yes, still a problem. The issue is that the "openstack sfc" commands we are running are not working.
They are throwing a python error, so something changed in a dependent library or with the sfc cli
itself:

07:33:52.097 	INFO 	${output} = 'Client' object has no attribute 'list_port_pairs'

We've seen this before in other CLI and it might take some debugging to figure out the culprit
and fix. It's always easier if we can get the same error locally.

I forget how we get the SFC cli now, but at one point I think we had to install some additional
package (python networking-sfc ?) in addition to the standard python-openstack.
