 Description   

When HA Proxy load balances neutron requests as well as ODL requests in such scenario NAT is failing.

So, We have modified HA Proxy to send requests to only ODL-1 which is shard leader then NAT is working.

Tested with the Fix provided for https://jira.opendaylight.org/browse/NETVIRT-968

observation:

1.Communication working (ICMP,TCP) from External Host to VM instances.

2.From VM instance to external communication Not Working With FIP and without FIP.

With Nitrogen  SR2 the Bug is not  reproducible
