 Description   

When HA Proxy load balances neutron requests as well as ODL requests

in the above environment.

VM's not getting IP(IPV6) while creating VM instance multiple times.

We tested using the above topology and found a lot of inconsistent behavior

The issues we faced are :

  1. Ip is not assigned many a time when we create 3-4 instances
  2. Instance related flow entries are  missed, specially the security group flow entries. Due to this vm login fails,although vm has got Ip
  3. The co-existence of ipv4 and ipv6 vm's seems to have issues. When we created ipv4 vm's after creating 4-5 ipv6 vm's the ipv4 vm doesn't get it's Ip

The issues are not reproducible with the same topology, using oxygen/master branch. The VMs are created successfully as long as compute resource are available. 

I am able to created > 10 VMs (IPv6/IPv4) on a openstack node with 16G RAM. All VMS are allocated with IP addresses properly.
