Stale entries not removed from table 81.

Steps:

1. Create Network1 with Dual stack.
2. Create network2 with IPv4 subnet
3. Create Network3 with IPv4
4. Create Router and associate S1(IPv6) from N1 and check FIB
5. Create L3VPN and associate N2 and N3 to VPN
6. Associate Router to VPN and check FIB
7. Try Delete L3VPN and Create L3VPN with above configuration multiple time.
8. Delete All router without deleting L3VPN
9. Delete L3VPN
10. Delete all ports,Subnets and Network and check Flows.
