 Description

TEP's are not added to transport zone when tz is deleted and readded from north bound due to which tunnel will not be formed.

DESCRIPTION:

With current behavior user must remove ovsdb transport-zone name and set it back to see the tunnels if in case tz is deleted and re-added from north bound. Ideally, tep should be part of re-added tz instead of removing ovsdb.

Steps:
1. create TZA zone from OVSDB using "ovs-vsctl set O . external_ids:transport-zone=TZA"
2. create a tz from north bound rest
{
"transport-zone": [

{ "zone-name": "TZA", "tunnel-type": "odl-interface:tunnel-type-vxlan" }

]
}

tunnels will be formed between endpoints

3. delete it from NB
4. check if tunnel and tz is deleted
5. repeat step 2 to re-added the TZA from NB

Actual result: display tep-show-state shows no tunnels
Expected: TEP should be formed since tz is added back
