early testing to figure out CONTROLLER-1838 does not show that tell-based is helping
for that. It's possible that it's helping with other issues, but just wanted to give a pointer
to that jira.

I do not have logs handy, but I did run our netvirt csit jobs with tell-based enabled and the results
were not any better (or worse) than we see with ask-based. Our netvirt clustered csit has sporadic
failures (always has) and I did not dig in to any of them and only compared them roughly that
similar failure rates were there.

However, we do have some other results to look at more concretely. We separated the main
controller project clustering job to only ask in one job and tell in another job. these:

those jobs are for oxygen, but it's clear that there are more failures in tell-based.

Someone needs to dig in to those failures to understand what is going on.

But, if we look at the same jobs for neon, the failure rates are similar. Again, we need someone to spend some
time to look at those and understand what's going on and the reason we have the differences between ODL
branches.
