Issue is with OFP sending group mod after flow, so flow fails with group not found. Discussed in the mailing list: https://lists.opendaylight.org/pipermail/openflowplugin-dev/2018-July/008461.html |

The fix ensures flow which requires a group is programmed only after the group is present in the config. |
