This is limitation in the current ODL , where once ODL is down (system is in fail secure mode) icmp ipv6 (any ipv6) traffic will not go through as arp cannot be resolved since packet punting to ODL will fail when Neighbor solicitation is generated. Packet is hitting the table 45 flow of punting to ODL and getting dropped. This will be addressed as part of feature OVS based NA responder.
