 Description   

Neighbor NAPT switches group table buckets remain empty due to missing tunnel interface in MDSAL:

group_id=200001,type=all

The log shows:

Suggested solution is to update the group table buckets upon transport zone update, once the tunnel interface is created.

after some more analysis:
Upon VM creation, a tunnel needs to be created between the VM and the NAPT switch
Upon the tunnel creation, the NAPT switch flows needs to be updated with the tunnel id
