Created VM using Oxygen SR3 with ovs 2.6.1 but not able to ssh into VM. 1 Control + 1 Compute steps to reproduce: note: create port and VM with security group allow all rules. It used to work with Oxygen SR2. |

The problem occurs only when instances are associated with security rules. |
