Another issue was found - the garp was sent to the internal interface instead of the external network's interface.
The fix eliminates the usage of the default availability zone in addition to replace the interface name sent to arpUtilService.sendArpRequest to the external one on the correct dpn (the dpn of the internal port and vm).
