 Description   

Need to send traffic to ext port group after SNAT only after resubmitting to the FIB table and verifying the dst ip is not FIP

When fixing this issue, probably need to revert changes done in https://git.opendaylight.org/gerrit/#/c/46681/1/vpnservice/natservice/natservice-impl/src/main/java/org/opendaylight/netvirt/natservice/internal/FloatingIPListener.java

Move resolution to Carbon because of the required pipeline changes.
The following workarounds exist for Boron:
1) For GRE provider networks https://git.opendaylight.org/gerrit/#/c/46988
2) For flat/VLAN provider networks - the ToR will route the traffic back to the same compute
