vxlan ports are added only once a neutron port is added to OVS. However, there are use cases where it is desirable to build the vxlan tunnel even before that, e.g., a neutron node used as a gateway. |

Josh, is this still open? Or can't the existing TZ restconf calls be used to setup tunnels? |
