 Description   

The problem happens because the GatewayMacResolver is not resolving the MAC address for the external gateway.

To reproduce:
1. Run ovsdbtutorial15_2_liberty_be_external.ova from [0]
2. Execute script /opt/tools/os_doitall.sh.
3. /opt/tools/os_ssh.sh into one of the vms and try to ping an external IP address.
