issue scenario:
metadata access from the VM instance is failed.

steps to reproduce the Bug:
1.create network(10.0.0.0/24) using openstack.
2.create VM instance(10.0.0.3) with Default SG.
3.login to the VM instance.
4.Try to access metadata "curl -i http://169.254.169.254"
