Description

Should probably send those ARP requests from a single compute (NAPT switch?).
Also should consider fixing the srcmac used to router gateway mac.

Initial work done for this, but pending a service that will expose a centralized switch per router (similar to NAPT switch implementation).
Tali should work on this and then the review can be completed.
