 Description   

1. I have a setup of 1 OS controller and compute and another compute (Newton).
2. Topology is 1 router and 3 nets,subnets.
3. Each net has 1 VM with FIP.
4. Ping to that FIP doesn't work.
5. When pinging from controller to VM on the second compute-ping fails.
6. tcpdump on the VM, shows ping request and ping reply.
7. It seems that the rule to router (T21 to T26) is missing on second compute.

tcpdump was made on the VM port: tap...

This is caused because the ext-routers is not created. Seems to be a duplicate root cause of NETVIRT-304 which Olga is currently working on.
