 Description   

Issue Scenario:

Once we removed security group rules in VM instances it shouldn't be reachable to other VM instances. I removed security group rules in one VM instance but i can able to communicate that VM instance from other VM instances.

Reproduce the issue:

i) Used latest Beryllium SR2 distribution.
ii) Once karaf UP stacked both control and compute nodes.
iii) After control and compute node is UP, created network,VM1(control node), vM2(compute node).
iv) Removed default security group in VM2(compute node).Even after removing default security group in VM2(compute node) i can able to communicate with VM1(control node) which has default security group.
