 Description   

Currently there is no option to configure Neighbor Solicitation messages in IPv6 service . Please provide an configurable option to mention the time interval for neighbor solicitation messages.

The following patch updates the "Reachable Time" in Router Advts to 2 mins.
This will reduce the number of Neighbor Solicitations in the tenant network.

In some future patch, we can make some of the Router Advt parameters configurable via REST API.
