Due to changes in https://git.opendaylight.org/gerrit/#/c/47965/25/vpnservice/natservice/natservice-impl/src/main/java/org/opendaylight/netvirt/natservice/internal/SubnetGwMacChangeListener.java
SubnetGwMcChangeListener should listen on oper DS and not on config

The issue is fixed via:

And this fix is required for Stable/Boron SR3.
