 Description   

Elan Service start suite fails to obtain ip addresses of VMs from DHCP.

As a result, test cases after the start-suite all of them had to fail.

From Elan Service test suite failures, I saw two issues.
1. Sometimes DHCP is failing for some VMs
2. Sometimes there are flow rule validation failing in the tests.

For issue #1, we are planning to improve flow programming rate for DHCP/ACL services so that there won't be dhcp pkt drops in the OF pipeline.
ACL changes are addressed in the review https://git.opendaylight.org/gerrit/#/c/52175/
IFM changes are under review: https://git.opendaylight.org/gerrit/#/c/52277/

Once DHCP is resolved completely, we could start look at issue#2 to see whether it is a test script (or) controller issue.
