 Description   

There are a lot of runs that have a single failed SNAT UDP test.
Need to analyze this failure, understand if it is a netvirt code issue or test issue and apply the fix.

Note that most of the runs have these tests passing, so it seems like a race/instability.

this patch:

seems to have reduced the frequency of this issue in CSIT.

one fear I have is that it will still happen in some situations that we
don't know yet. Maybe in some scaled/stressed environment? If/when it
does happen in the future debugging the root cause from scratch could
be hard.
