Fix has been merged into both carbon and stable/boron releases. Also have verified the following UCs.

UC 1:
Router 1 --> External-Network-1 --> Internet-Vpn1 ==> FIP ping is working as expected.

UC 2:
Router 1 --> External-Network-1 --> Internet-Vpn1 ==> FIP ping is working as expected.
Router 2 --> External-Network-1 --> Internet-Vpn1 ==> FIP ping is working as expected.

UC 3:
Router 1 --> External-Network-1 --> Internet-Vpn1 ==> FIP ping is working as expected.
Router 2 --> External-Network-2 --> Internet-Vpn1 ==> FIP ping is working as expected.

UC 4:
Router 1 --> External-Network-1 --> Internet-Vpn1 ==> FIP ping is working as expected.
Router 2 --> External-Network-2 --> Internet-Vpn2 ==> FIP ping is working as expected.
