The ID duplication issue which was the root cause for this problem was addressed by commits:

on Carbon.

I revisited random last 4 to 5 Newton Carbon upstream jobs for learn/stateful/transparent and could see that VPNService Suite runs are all Green. Couple of failures on this same test in my sampling was attributed to DHCP Failure for VMs which has several other bugs tracking the same including NETVIRT-500.

So I am moving this bug to RESOLVED state.
