Bgpvpn update is not working while adding some additional RD value to existing BgpVpn.

Used below commands for testing

neutron bgpvpn-create – -route-distinguishers list=true 100:1 101:1 --export-targets list=true 300:10 400:20 --import-targets list=true 300:10 400:20-name VPN1

neutron bgpvpn-update VPN1 – --route-distinguishers list=true 100:10 100:11 100:12 100:13 100:14 100:15

We are looking to build RC2 tomorrow 5/18 at 23:59 UTC time assuming there are no blocker bugs. Is there an ETA for when a fix can be merged and this bug resolved?

Downgraded this from blocker to major as we found that this issue occurs only when an update is triggered on an existing BGPVPN.
