DhcpExternalTunnelManager is installing rules to punt DHCP packets received on external tunnels to ODL Controller, when ODL DHCP is disabled (default). As a result, the DHCP packet will not make it over to the neutron DHCP server. Since This change will not install these rules, if ODL DHCP is disabled. |
