This was filed back during carbon dev, but nothing came of it, and it
was not really showing up after the few instances reported. However, it
seems to be there more frequently now with our pike job.

this looks like it might have been resolved after our fix to the pike jobs
to add the n-api-meta service to the devstack installation. closing this
for now, and will re-open if that's not the case.
