Steps to repro

1)Do the basic vxlan configuration for one CSS.
2)all six Tunnel doent comes up.
3)Do and ovs-restart, tep-delete readd then tunnel comes up.

2)Check the tunnel status using tep:show-state.
3)all six Tunnel doent comes up.
Only 4 or 5 of them comes up.
3)Do and ovs-restart, tep-delete readd then tunnel comes up.
