 Description   

It was believed that after recent CSIT optimizations that we were not giving
enough time for the openstack instances to boot and receive their ip addresses,
but after changing our poll time to 2m (which should be more than enough) we
still see trouble.

This seems likely to have been because our openstackoperations library was
optimized and runs much faster now. The previous suite to this Elan
suite (vpnservice v6 suite) triggers some clean up that netvirt and openstack
is still handling and slowing down some flow programming which allows these
VMs in the Elan suite to get their ips. I've added a 3m poll timeout now which
will have it wait for up to as long as it used to take before the tests were
improved to be faster.

If this still fails after the 3m interval, I'll re-open this bug.
