 Description

When a switch with no ports in the router subnet is selected as NAPT switch, the fib flows for existing ports in other switches is not created.

Steps to reproduce.

The setup should have two compute and assuming controller hosts one compute

1)Create a network subnet and vm in the network. The vm should be in the controller.
2)Create external network and subnet.
3)Do router g/w set and ensure compute 2 is selected as NAPT switch.(If not repeat 1-3 with a new n/w and router).

Expected output.

FIB flows in table 21 should be created for the vm and DHCP port.

Actual output.

FIB flows are not created for existing ports. But created for new ports after router g/w set.
