 Description   

TCP and UDP packets gets dropped when custom SG is configured.

Steps to reproduce.

1.Create SG1 with a custom rule allowing egress TCP traffic on port 22
2,Create SG2 with a custom rule allowing ingress TCP traffic on port 22
3.Create network and subnet
4.Create vm1 with SG1 and vm2 with SG2.

Expected Behaviour
1.Vm should be able to connect through SSH.

Actual Behaviour
SSH packets are getting dropped.
