Not sure what to think of this one yet. Some suites before this were
taking ODL1,2,3 up and down, but their end state should be that they
were up. Then some interim suites were run and they passed. But this
suite is trying to get to the karaf console to set a log level for a
specific module, but the connection is rejected. I wonder if something
basic is broken and the karaf ssh port is down or something similar.

we'll need deeper looks in to the logs to understand this one.
