The majority of the tempest scenario tests are failing. There are over
4k ERROR logs in karaf.log during the window in which tempest tests are
running. It's extremely hard to know if those are meaningful or not.

One clue is that these tempest tests are passing with Ocata.

it looks like pike devstack needs to explicitly list n-api-meta service
whereas that was not needed in ocata. Two patches from Sam should
resolve this bug:

there may still be a few tempest failures to debug, but closing this
bug as the majority of them should be gone. We can open new bugs for
individual failures at this point.
