Steps to reproduce:
->Configure as mentioned above and verify traffic
->Nova delete TC_VM-46-1 .
Removes all table 51 entries in compute-0-5. Expected and no stale entries
->Delete l2-gateway-connection .
Removes corresponding table 51 entries for TOR on compute-0-4 -expected
->configure l2-gateway-connection again.
table 51 flow entries are programmed on compute-0-4 which has VM ion elan -expected,
table 51 flow entries are programmed on compute-0-5 which has no VM ion elan ->Not correct. This is the issue
