 Description   

Since Jersey 1 (com.sun.jersey) is incompatible with Jersey 2 (org.glassfish.jersey), any upgrade must be global across all ODL projects.

I agree that we should migrate to Jersey 2.
Given code freeze is approaching, it should be done early Carbon phase.

NEUTRON-154 has a workaround for a Jersey 1 problem which would have to be removed when this will be done.

https://git.opendaylight.org/gerrit/#/c/67203/ moved the jaxb.properties file's location.
