 Description   

1) Create a subnet

2) Edit subnet using subnet-update:
neutron subnet-update --allocation-pool start=11.11.11.1,end=11.11.11.122 s1

3) I get:
update_subnet_postcommit failed.
Neutron server returns request_ids: [xxx ]

4) Action seems to have failed but when viewing the subnet the change seems to have taken affect.

The reason of the error looks networking-odl can't connect to ODL.
so it's ODL doesn't seem to set up correctly. So please check your environment.

The behavior of error case is undefined.
The request may or may not be committed to neutron.
