 Description

As per https://wiki.openstack.org/wiki/Neutron/APIv2-specification#Subnet host-routes has two fields, destination and next-hop. destination is of type CIDR but neutron-subnets.yang has wrongly defined it as type inet:ip-address. destination type should be changed to a compatible type like CIDR.
