Description

looks like the test tool created/maintained in the ocpplugin is no longer connecting
ODL.

this test was passing in the SR3 timeframe and did not show up in the [SR tracking
sheet|https://docs.google.com/spreadsheets/d/1VcB12FBiFV4GAEHZSspHBNxKI_9XugJp-6Qbbw20Omk/edit#gid=40307633]. However, it's now failing in SR4 and has been for a while.
