With a populated local repository, installing a simple feature takes around 27 seconds:

It seems that karaf is going out to network to fetch stuff, which slows it down. The cause needs to be found and fixed, so that we never really touch the network.

Since build 2015-02-25 approx 15:01 UTC the time taken for all ODL loaded features to become available has increased from under one minute to over a minute.
