 Description   

As evidenced in CONTROLLER-1867, it is desirable to provide a baseline configuration of XML services from opendaylight-karaf-empty. This can be achieved by deploying specific properties, notably in that particular case wiring "javax.xml.parsers.DocumentBuilderFactory" property to the JRE implementation.

Note this task should also provide other configuration for defensiveness, so as to render org.opendaylight.yangtools.util.xml.UntrustedXML largely superfluous.
