As evidenced in infrautils' patch to bump to odlparent-7, javadoc-verify jobs are failing with javadoc plugin 3.2.0. Revert back to version 3.1.1.

This is also evidenced in the patch trying to perform the bump from 3.1.1 to to 3.2.0 in odlparent-5.0.x, where we are still using aggregate docs: https://logs.opendaylight.org/releng/vex-yul-odl-jenkins-1/odlparent-maven-javadoc-verify-5.0.x-openjdk8/142/console.log.gz |
