We have a few features which cannot be tested as they bind to an implementation of an interface – and our current packaging includes inversions here, where the canonical implementation resides in a downstream project (controller) and hence upstream (mdsal) cannot fully test its features.

Add the ability to specify test-only feature dependencies, which are loaded as an alternative implementation for testing these.
