From Robert's email to odlparent-dev:

We really want to have tiered activation, so that upstream projects are
activated before downstream projects. This improves the alignment of
what upstream projects are unit-testing, as their SFT tests do not
include any downstream projects.

With https://git.opendaylight.org/gerrit/52003 the generator merges POM and feature.xml information for feature dependencies, including the prerequisite flag.

With https://git.opendaylight.org/gerrit/52004 the generator can be told which features are prerequisites.
