It seems we can disable user access to feature:install by requiring a non-existent role for it. That way it still shows up, but it cannot be executed. We will need to find a good role, preferably something which will never exist. |

This should be mostly working and when it does not, we should treat such instances as bugs to fix in the components related to the failure. |
