[#OPNFLWPLUG-1082] When switch changes owner, all cluster members delete switch inventory operational

Every time a switch changes owner, all members delete switch inventory operational and that creates all kind of problems. This issue is very visible in scale scenarios like our CI scale test or the netdev chaos test.
